He was born on August 9, 1961 in Lexington, Tennessee to Edgar G. Carroll and the late Frances Rhodes Carroll.

In addition to his father, Mr. Charles is survived by his two sisters, Amanda South (Jerry) of Henderson, Tennessee and Shirley Carroll of McLemoresville, Tennessee.
